An early warning is only as good as the decision it triggers
Forecasts have improved faster than the decisions they are supposed to trigger. The gap between a warning issued and an action taken is a decision problem — and it is where lives are actually saved or lost.
When a disaster becomes a catastrophe, the failure is usually not the forecast. It is what happened — or didn’t — between the forecast and the decision.
The meteorology keeps getting better. The World Meteorological Organization reports that even as weather-related disasters have grown more frequent over the past half-century, deaths have fallen dramatically — a success owed largely to better forecasting and warning (WMO). Yet the same institutions report that only about half of the world’s countries are covered by adequate multi-hazard early warning systems, which is why the UN launched the Early Warnings for All initiative, aiming to protect everyone on Earth by 2027 (Early Warnings for All).
Coverage matters. But coverage is not the whole gap — and the remainder is the part that interests us, because it is a decision problem wearing a technology costume.
A warning is a recommendation without a decision attached
Consider what an early warning actually is: a probabilistic claim (“heavy rains, elevated flood risk, next 72 hours”) delivered to people who must now make consequential choices under uncertainty. Evacuate or wait? Open the reservoir gates or hold? Move the harvest, close the schools, spend the emergency budget?
Every one of those is a decision with real costs on both sides. Evacuate on a false alarm and you burn money, trust, and the willingness to comply next time. Wait for certainty and you may act too late. The forecast, however accurate, does not make this choice — a person does, usually a local official with minutes of attention, thin staff, and accountability flowing in every direction.
What the gap costs
Colombia lived a version of this in 2010–2011, when an exceptionally strong La Niña brought rains that flooded large parts of the country. More than three million people were affected, and post-disaster assessments by ECLAC and the Inter-American Development Bank put damages and losses in the billions of dollars — a meaningful share of GDP (ECLAC/IDB assessment, 2012). The rains were forecast; the phenomenon was tracked for months. What overwhelmed the system was not the absence of warning but the chain of decisions the warning demanded — land-use choices made decades earlier, reservoir management under conflicting pressures, local response capacities that varied enormously from one municipality to the next.
The same anatomy appears in disaster post-mortems worldwide, rich countries included. The warning existed. The decision structure failed it.
The economics say decisions are the cheap fix
The Global Commission on Adaptation estimated that early warning systems deliver benefits of roughly nine to ten times their cost, and that even 24 hours of warning can cut the ensuing damage on the order of 30% (Adapt Now, 2019). Those numbers describe warnings that work — meaning warnings that trigger effective decisions. The marginal return on making decisions better is embedded in them, and it is enormous compared to the cost of the analytical support itself.
What decision support for warnings should look like
Held to the seven questions of the Standard, an early warning stops being a siren and becomes something a responsible official can actually act on:
- Why act, and on what evidence? The forecast, its source, and its track record for this hazard, openable rather than asserted.
- What is assumed? River gauges functioning, evacuation routes passable, the population estimate current.
- What is uncertain, and how much does it matter? The honest probability range — and what each end of it implies for the choice.
- Who decides, and who is accountable? Named in advance, not discovered in the inquiry afterward.
- How does it improve? Every activation, real or false alarm, feeds back into the next one.
None of this replaces the mayor, the reservoir operator, or the disaster agency. That is the point. The people were always going to decide. The question is whether the moment of decision finds them with structured evidence and clear tradeoffs — or with a siren, a probability they were never taught to weigh, and their own unaided nerve.
Forecasting has had its revolution. The decision half of early warning is still waiting for one, and it is where the remaining lives are.
